Seiryu is one of the four Guardians and ruler of all the lands in the East of Chuuin. Her power is deeply connected to her territories and she rules over all the yokai and human souls in his domain.

As Shijin she is immortal, even if she got kill in some way her soul will immediately reborn as baby again.
Divine levels of healing, strength, stamina, speed, reflexes and paranormal senses.
Shape-shifting abilities.
She controls the element of water and can bestow parts of her powers to other yokai making them her guardians in the process.
Her land is at the most prosperous in the winter so she is at her most powerful in this season.

Backstory:
In the past, Seiryu was the best warrior and tactical genius, in constant conflicts with the other Shijins, more for the thrill of battle than expanding her territories.
Around 300 years, all the Shijins were at odds about their stances with human’s souls living in Chuuin instead of continue their afterlife journey. This conflict results in a hundred-year war between the Lords with Byakko and Seiryu in favor of the humans and Suzaku and Genbu against it. The war devastated the land and took to many losses on all sides until Byakko , after two weeks of Siege broke in Suzaku 's castle and killed him in combat, Losing his right eye in the battle.

After the dead of Suzaku the remain three Shijins made a peace treaty. In which they redistribute the lands of Chuuin equally in four, one for each lord and let the humans to live with them for a life time, however each Lord decide how to treat them in their territory. Seiryu initially give the humans the same rights and duties of all her subjects but with the time she grew bored of the peace and introduce a military hierarchy in her domain and a gladiatorial system in which the all her subjects can change their social status by their strength alone.

With each year Seiryu felt less alive, and started to idolized her warrior past, spending a lot of her time in activities that give her at least a portion of the excitement she felt in combat, like feast, gladiatorial games, smoking and sex, leaving all the administration of the East to her royal court, which consist mostly of high-ranking gladiators and ex-warriors.
Since your social status in the East is connected with your gladiator rank, even the authorities in the royal court were constantly changing, except for Yusuke, Seiryu number one samurai and the only lover who she had a constant relationship. Her melancholy grew bigger everyday leading her to more excess in sex and parties until they became almost meaningless. She believes that peace made a weak generation of men that are unable to give her the pleasure she desired, but Yusuke was the only man that she always respected.

After learning that Byakko , a warrior she deeply admire, have The Kirin and has no plans to use it, she made a secret alliance with Suzaku , knowing that this union will inevitably create tension in the relationship of the four domains hoping to cause another war.
