Description 1.Excerpts on common Nix Hound, relevant to this painting.
...
I reckon there aren't many reasons for a wild Nix Hound to swim up the canal and stray into the long, shadowed backalleys of lower Balmora. Cave rats for one I suppose, although these pests are not  as frequent of a problem as sand-burrowing critters are  in cities like Ald-ruhn. All the same, Balmorans like to say that their ratties are the fattest on all Vvardenfell.
...
Plenty of Nix hounds  on either bank of Odai river, both upstream and downstream; with little morphological difference between them. They are, well, hematophages of sort and go after wide array of creatures both land and aquatic (preferably already dead); They are even known to hound Netches, in small packs, stinging them on their tender "underbellies".
...
Common nix hound can swim by paddling in the water with its remarkably large, spade-like feet. In general it has lithe body, long, spindly limbs and is quite agile.

2. Who is Rararyn Radarys?
The dark elf in the picture is Rararyn Radarys. Being a commoner in Balmora, he is no one of particular note. Surely you've bumped into him wandering the quay at night? Rararyn's been troubled by vivid nightmares for some time now. And it doesn't seem to be getting any better, I am afraid. Always the same one dream too: something dreadful about Red mountain and a tall masked figure. How curious. Anyway. I guess the reason he's being pestered by nix hounds in the picture are the foodstuffs (kwama eggs) he's carrying in his shoulder bag.
