Based on a query I saw at GimpTalk by 1con. The values currently used are the ones suggested. I also added a variation of saulgoode's suggestion into the script as an option and finally added an option to work on a copy visible layer.

I'll probably work on this more some other time. I feel there's a lot more scope than what is here currently.

To install save the file as a .SCM file to the scripts folder, which by default is:

C:\Program Files\GIMP-2.0\share\gimp\2.0\scripts\

The command should be listed as "Random Ripple" under the Filters > Distorts menu.
