Jeff died in battle exactly twelve years prior to this.  Jeff worships Zalgo, making him a Zalgist, but he had too much routine in his life (too much method in him being a serial killer) and not enough chaos to be redeemed and go to the Zalgist Heaven.  Since Zalgism has no 'underworld' of its own, Jeff was defaulted to the Hell of the religion he grew up with, and since Satan and Zalgo already kind of hated each other, Jeff got put in the very bottom of the pit.  Zalgo's been trying ever since to get him out, and Jeff was finally released for 26 more years by way of a deal with Satan made by that pale Brit in the second panel.

That's a tattoo.  That symbol is the diasdn, and it's about the most common Zalgist imagery.  Like a cross or a star of David.

I used to steal but I gave up after I almost got caught and had to return it out of guilt cuz this old chinese guy was lookin at me all condesendingly xD but I'd be afraid to convert...ya know...cuz its just a fanmade religion...plus I don't wanna make God angr y .-. Id like Zalgist heaven probly but I don't wanna end up in hell by denouncing god...
