Well, do you use Paint tool SAI?

Well, go to the lineart layer, make sure all the outer lines are connected properly, or it won't work.
Selct the magic wand tool and click all the areas you don't want to be selected.
Then click invert selection.
At the top there is something that says 'Selection' click that and it comes up with some options. Click 'Increment (1)' a couple of times, depending on how thick you want the outline to be.
Make a layer underneath all the colouring layers, and with the fill bucket tool fill in the area. So far you should have a coloured outline around the picture.
Then make a layer above that, and with the water tool go over a part of it in a different colour, do that over and over, each time with a different colour overanother layer, and you should have a rainbow c:

lol it's a very long explanation, hope if works though :'D
Also, it might make it easier to have the outline layer ontop of all the layers while you're doing the rainbow thing, then you can see it better c:
