Steam is free. As long as you've bought ONE game that is downloadable by Steam and you enter its product/CD key into your account, you're part of the community. But if you didn't buy any games on your account, then you are pretty much restricted from everything.

That said, I'm gonna look for a bag of milky ways. Because my tinder cylinder wouldn't give me traditional fire. lol no link!
