They are like that because e is growing new antlers. they have a fuzzy coverng because of the blood vessels that are bring the needed blood to make the antlers. By fall the fuzzy covering will dry up and start to fall off. Sometimes you will see them rubbing their antlers against a tree or rock to get the covering off.
