Merry and Pippin ask about Gollum's family history in Chapter 2. They have encountered him unexpectedly, and are trying to come up with polite topics for small talk on the fly. Family history is usually a safe subject among hobbits! Unfortunately, it doesn't go over well with Gollum, who gets all mopey because his whole family has been dead for centuries. Oops. They change the subject.

Weeks/chapters later, Gollum, who is not always able to correctly interpret tone and doesn't always realize it when people don't actually want an answer to a question, presents the two hobbits with this slimy piece of paper that has an attempt at a family tree on it. The implication is meant to be that he's been wracking his brains to recall this information off-screen, and took the time to write it down in an attempt at a presentable format even though there was no guarantee he'd even get to see these two again. They asked! (Of course he has his own reasons for wanting to remember, but maybe not for writing it all out.)
