Minus 10 reload for five seconds after activating this perk

Cinema:
The entire gun is effected by a black and white color filter, like someone reached in and pulled straight out of a black and white movie, and sometimes a random ink blot, a or black lines will appear over it and disappear like in early movies. (The noise of the gun firing are like the sound effects for tommy guns in old movies.)?
