Made with JWildfire. Then, the G'MIC-Qt angoisse anguish and dream smoothing filters, then I cutout a circular region and used zoom blur on the separate layer for the "jumping out" effect.

I tried moving back and forth between this image and the non-zoomed version, and it has a kind of optical illusion, the middle section jumps out. You can see the optical illusion effect here . I don't know, it looks cool considering that was an accidental effect. The title to me, means that this is some advanced timeline clock like in Steins Gate, that is able to predict the number of timeline jumps. Or something like that. I get the impression it looks clock-like, at least.
