Made with Paint.NET and G'MIC-Qt. Base image was the G'MIC neon lightning filter, followed by a brightness curve map. Then I used the G'MIC skeletik filter, which gives the distinctive texture, followed by dream smoothing and a colour remapping for a deep red in the centre.
