Here's a picture of Libra Scales from Megaman Starforce. Libra Scales is an EM Wave form and the combination of Mr. Shepar and the weighing scale FM-ian Libra from Planet FM. Mr. Shepar is a teacher at Echo Ridge Elementary who enjoys teaching his students lessons that other teachers deem irregular to their school curriculum, and is the parent of four kids at home that he needs to support and take care of.

One Day, the principal of the school talks to Shepar about using a learning system called the study wave in order to make the children study and get good grades but Shepar believes that there's more to education than just studying and that he sticks to his ideals of teaching. The principal threatens him by saying if he doesn't stick to the school curriculum then he'd be fired. Shepar was having a dilemma of whether he should stick to the curriculum or stick to his beliefs causing an imbalance in his decision. His plight was attracted by the FM-ian Libra who then manipulated him into letting his merge and enter his heart by convincing him to stick to the school curriculum and use the study wave to fill children's brains with non-stop knowledge.

As Libra Scales, he's able to tip the scales of water and fire to his favor by selecting with element to shoot at his enemies, swing around really fast to hit them, summon a heavy weight bell from the sky, and cross his scale arms together to crush his enemies.
