Description
Here's my take if Elsa became the villain.In an Alternate timeline, Elsa's sister, Anna, did not survive the ice blast. A few years later, her parents were killed in a powerful storm.
The unfortunate events that transpired hardened her heart and made her hateful. She became a ruthless queen, enveloping her entire kingdom with endless snow.

You should read the original Snow Queen fairy tale by Hans Christian Andersen. It goes with your description of this new Elsa.

God, this is great. Easily leads up to the real Snow Queen story and makes her very pitiful in the Snow Queen. If this is taken as a prequel to Snow Queen, then seeing Elsa bring all her might to bear, all of her hatred and ice and it failing miserably to so much as scratch Gerda, it's sad. Even if she is evil, you can imagine pure desperation and horror as something she doesn't understand, love, slaps away her best shots.Β
Just to make things even worse, if that ends up being the case, she suffers a fate worse than death. She does not die in the Snow Queen, nor is she even imprisoned, she has to live with the knowledge that every last scrap of her power, all of her bitterness and fury, was pointless. To bring that upon her, well, I'll quote Goku for how poetically horrible this is
" It wouldn't be fair for me to keep fighting you. I'm satisfied now. Your pride has been torn to shreds. You've challenged and lost to a force which is superior to you and to make it worse, it's the emotion you lost long ago, right? It would be meaningless to fight you now, you're too scared and ashamed. Live with the shock. Keep it bottled up inside you. Silently. Goodbye, Snow Queen, never do mischief again. May you live the rest of your life in peace. Can love save you now? Maybe not. But it was enough to beat you, Elsa."
The quote is obviously edited to fit, but you get my point as to why the very knowledge that life had been wasted and is garbage in the end while leaving her alive would be painful.

Oh wow! What a beautiful art! What I like the most is her expression. It's a cold face, but you can notice in her eyes how much she has suffer and how deep is her pain. She would be a different kind of villian, she would have a real purpose to be cold and cruel.

Originally she would've been the villain, and still Anna's sister, making her and Anna the first Heroine/Villain siblings.
Don't know about you, but that sounds like a better movie than the one we got. Not saying that Frozen was bad, but it was sort of a let down.
