I think Burpy would win, but it depends. Turbo could use his speed to basically smash, but if Burby somehow managed to hit velocity (in some episodes, the slugs find ways to do so), then Turbo would be toast. Quite literally.

Well Turbo may have his speed and can use momentum to get some attack. But Burpy (from what I've seen, I've never seen Slugterra) can explode. So yeah, It's like throwing a missile at a car.
