then fuko would buy herself a fan and learn some wind style ninjutsu using the fan. she would learn to focus her chakra, thus learning to walk on water and other unlikely surfaces.
how would fuko become temari's student?
lets say they meet, fuko introduces herself as a member of ''team hokage''. then temari be like ''wut? tell me more''. after some talking fuko would ask ''why are u carrying that huge fan?'', then temari be like ''step aside girl and let me show you instead, now watch and learn''. temari blows away a forest, turns around to see fuko on her knees ''teach me, temari sensei''. temari thinking ''well, i could use an errand-girl''.
more or less like this, i imagine.
