All kinds of different ways to make this.
All you need is a render program such as Bryce, cinema 4d, and you need a brush program Photoshop , paint shop pro. You make a render and set it in photoshop and you add the things you want to look it nice, it's all about how you want it to be

Sorry for the late reply.. but I'm not really busy with DA. .but how long it take to make it, I think about 5 hours or something , I used Cinema 4d and PS7 that's it and Inspiration < i Just begon and I had in my mind something Like I will see what's coming out of it.. heheh

The render is incredibly detailed and the brush work is great, but the 2d work just looks out of place.. but still good work nonetheless
