Alco was producing the new PA model diesel engine was wondering if they can make an export model so they made PH model meant for other countries so made about 20 engines but only one country liked them it was the New Zealand government who was interested in the features like train radios, cab layout, and so called easy to service features as well so they bought 10 engines and order two new locomotive class the A1 and A2 without the 6 axles as they weren't keen on the idea only to issues with the A1 like wiring and many faults but no ton the A2 thankfully but demonstrators did suffer the same issues that plagued them and never really sold well. The demonstrators units were later rebuilt or scrapped by 1970.
