Card Text:
During each player's Standby Phase, the turn player gains 1 Speed Counter (Max 12). When a player takes damage, they lose 1 Speed Counter for every 1000 LP lost. Players may spend any number of Speed Counters to activate the following effects:
● 4 Counters: Increase or decrease 1 monster's level by 1.
● 8 Counters: (Quick Effect): Activate 1 Face-Down Spell card you control as if it was a Quick-Play Spell card.
● 12 Counters: Draw 3 cards, then discard 2.
