The Commonwealth of Marcelia is the predecessor of the Canton of South Jejima. Historically yet another imperial oligarchy with a colonial empire of its own, the nation fell on tough times come the closing years of the Steam Wars and was under perpetual pressure from its neighboring powers to relinquish control of its colonial holdings. After an abortive attempt at democratic reform, it was reduced to a corrupt and autocratic dictatorship that illegally occupied the northern Jiman state and the *otherwise independent city-state of Amorsolo.
Upon the overthrow of the tyrannical Lord Protector Sanderson, the country was permanently fused with Amorsolo. The resulting state kept the flag, yet is now ruled by Amorsolo; it was renamed South Jejima, given that it occupied the southern part of the continent of Jejima. The resulting replacement democratic government, still barely recovering from oligarchic corruption from the Sandersons' overthrow, is rather wary of most attempts at self rule and is more likely to follow federation legislature over its own.

To answer the bitingly obvious question, yes, that is based on the flag of a certain 20th Century dictatorship that involved racism, economic ruin, and losing a war. Odd, given that South Jejima is partially based on my own country's politics.
