Where else can you walk down some side street and (more than once) find bags filled with Marijuana?

In this situation, my mother was taking her walk around town and found this in a more remote area. It is a 11oz (including bag) bag of dried marijuana. Most of the leaves were intact, and it did not appear that there were any buds in the bag, although I didn't really dig around too much.

It was interesting, to say the least.
