I love this picture. I love that I wrote that little drabble or whatever you'd call it because this is such a great drawing. Where to begin?...
Well to start, it seems like you were trying to replicate old school style detective comics. It's done in black and white and features a character who goes after criminals, like Sin City, or The Tracer Bullet stories in Calvin and Hobbes. The outfit is great, reminding me of Carmen Sandiego and Dick Tracy, giving it a very classy and timeless feeling. It is original enough to stand on it's own though, I REALLY like the six buttons for instance! They stand out from the other PI costumes I've seen.
I only knock off .5 point for the fact that while it's a great parody with some unique fresh details, it's a very basic picture so there's only so much you CAN do with a guy sitting like a boss at his desk. As for originality I felt I should do the same, knocking off 1 point, just because it really isn't that original an idea. It's the technique and impact that make it stand out.
The use of lighting and shadows is very similar to Sin City and old school detective comics printed in black and white. With the toon styled design however I always think first of Tracer Bullet, which makes great use of the silly and serious, just like this picture! Not to mention it helps give energy and focus to the picture, with the lighting acting as a spotlight shining on our daring hero. Again, the costume I really think is a good one, and the hat covering the face is just a really cool image. And of course the curvy and bendy line work works great to give the character and picture personality. He looks relaxed, but also like he could quickly dart out of his seat should something come up.
All in all I think it's an awesome picture whether or not it was meant to be a tribute. It has great linework and lighting that gives good energy to the drawing, and when I'm this blown away about a picture of a guy SITTING AT A DESK, you KNOW you did good.

For such a simplistic picture, it is really cool and fun to look at!
Also, I happen to like black and white noir stuff, so extra points for that.
The only thing that bugs me is how white the trench coat is. You might want to consider at least coloring the collar part behind your face a sorta gray color, if not the whole coat.
In any case, I want to see more pieces with Noir Joey in the future!
