In the end she didn't really steal the book (17:32, when her wing hurts, she drops the book and runs away without it). Therefore, she would have been charged for trespassing and attempted burglary.
I am not a lawyer, but my guess is that both are misdemeanors that can be settled down between the parties without having to go to court. However, if the hospital personnel wanted to sue Rainbow Dash, I have no idea who would be the authority figure that would be in charge of the court, since the only figures of authority that I am aware of in Equestria are Trollestia (and her royal guards) and, if you want to think about it that way, Sheriff Silverstar (however, the sheriff only has jurisdiction in Appleloosa). And I don't think Celestia would care about that as long as she gets the letter from Dashie.
