I'm gonna have to disagree. This episode ignored all of Spike's previous characterization.

I wouldn't say out of character, Spike is like that of a pre-teen, so about 11 or 12 year old human boy, which, at that age, what he did in that episode is no where near out of character when you take that into consideration. Psychology, get to know it.

Yes, but he has never acted that over-eager or immature in any previous episodes (except Merriwether's other Spike-focus episode, go figure). Maybe he behaved similarly once or twice, but to fill an entire episode with this characterization of Spike is too much to swallow. The best explanation I've got is that "Spike at Your Service" takes place before "The Ticket Master".

I guess I do see your point. Most of the time he is just to himself anyway, doing chores for Twilight, or sleeping like a cat. Perhaps it is just something that comes out when he feels like he doesn't have to do things with Twilight around? Then again... taking into consideration the Night at the Galla episode (unsure if that is the actual title or spelling), when the rest just went to do their own thing, he just went to the donut shop. And then of course other episodes... yeah... I see your point. He is generally much more grown up about such matters, even considering Dragon Quest, where he goes off to be with the other dragons. Though that may be a slightly different kind of refraining of immaturity than is seen in the other episodes. As he still wouldn't purposely be mean to any pony.
But yeah, I see your point, and I suppose I can mostly agree. I may have to watch the episode again, though it isn't really one of my favourites.
