I thought of it as someone looked at this heavy shuttle, then the Borg then the shuttle and went "we're gonna need a bigger boat", and gave birth to the Valiant/ Defiant class destroyer. As usual, surplus and discontinued, like in real life, usually means up for grabs... Who do ya suppose might make use of Federation police shuttles?
