Yeah, they are templates. I haven't had good enough images to do all the male and female models.

One mistake that you made
with the Combine Over-Watch,they are actually ordinary humans who volunteered so they wouldn't end up being a Combine soldier, and they are the ones that look like that, or worse a stalker.
Not that this is a complaint, but just keep that in mind.

Uh, you do know that by 'over watch' I actually meant 'Civil Protection' and that it's the civil protection that aren't cyborgs right?

I'd assume that all combine go through the same process as the soldiers. The closest suggestion I've seen to counter it is only models released for Garry's Mod that had citizen headhacks onto CP uniforms.
In all the concept art from Half Life 2: Raising the Bar, it showed that all Combine were altered in some way from regular humans.
