It's beautiful. But not very Sirius-like. I imagine him with thin lips, a little bit more of a playful - like, looking like a trickster, but not so evil. You sorta depicted him too darkly.
but it's still smexay and you're pretty close. Painfully close. Make the eyes a bit bigger with a little glint, maybe?

Or perhaps because of it. His parents sound like people who would want to appear proper in public - and if Sirius wants to rebel, being the exact opposite would serve his purpose wonderfully. Loud and abnoxious and forward, with no manners or reservations makes sense for his case.
Either way it's purdyful. Blue for Sirius - lurve. He shoulda been a Ravenclaw, colors woulda looked better on him.
