Actually, talking about Madame Rouge brings me to the question; do heroines EVER wear those black arm-length gloves, or is it ALWAYS bad girls that wear them?
Madame Rouge, Fiona from the sonic the hedgehog comics, Doronjo from Yatterman, Majo from Time Bokan, Jesse from Team rocket in Pokemon just to name a few, wear those gloves and they are ALL villains

Even if they didn't use their powers, I don't think Madame Rouge can really turn her powers off completely...she just wouldn't stretch and reshape herself at will. I can't see her playing by the rules, though. XD

I guess the person drawing has that power. Still though, some powers can't really be turned off. Someone with super-strength could hold back but they're no less strong. And if she could regenerate (and regeneration happens on its own) from Hot Spot blasting out of her when she "ingested" him...well, at the very least there shouldn't be visible bruises here. But that's probably what the person requested you to do, so this probably doesn't mean as much. =/
