When or where did you hear/read that Dynomutt is based on a doberman?
I think he's supposed to be a full robot. He says in one episode that he doesn't have to eat and finds it weird that humans do. Also, he is sent back to the "factory" that made him in another ep.

You're right.
Here in Mexico, the closest we have to them is an actor called Jorge Arvizu aka 'El Tata'; he had done the Latin American dubbed-voices of Bugs Bunny, Maxwell Smart, Fred Flinstone, Barney Rubble, Benny (from Top Cat), The Penguin (in the Batman's live action series), Scooby Doo and several others.

In your opinion, does he do them well?
I'm curious, because though I can understand and read a little Spanish despite not having been schooled in it in a long time, I don't believe I can tell if a voice actor in another language is good or not.
I've seen some Spanish-dubbed Super Mario Bros. 3 cartoons on YouTube and I can understand those partly because the script is pretty much unchanged from the original show.

Well, I think he's quite good. He also adds a lot of local humor and his own lines to some dialogues; in fact, Hanna-Barbera, when getting the translation of his dialogues for Fred Flintstone and Barney Rubble, commented his material was even funnier than the original script.
In recent years, he voiced the evil chef from Ratatoille.
