I just released a new version of my 3D Star Map blender Add-on. One of the new features allows you to rotate the night sky based on time, date and position of the observer. The rotation can then be animated over a specified amount of time. Using motion blur in blender Eevee, you can generate a long-exposure image like this, that shows the night sky as it appears to rotate because of Earth's rotation.
