Description
As you might know already the Special Defence Research Bureau (SDRB for short) is an secretive global organization with the goal of ridding the world of quirks. But what you might not know is that the SDRB ranks the threat levels of each quirk user around the world, the ranks are based on things like: How potentially powerful the quirk is, how good of a fighter the quirk user is, how skilled said user is with said quirk, how much of a threat they are to the SDRB etc, and the rankings on a quirk user can change now again to being quite low to maximum level (Again depending on much more powerful the quirk has gotten or how much more skilled the user has become). And the Threat Level Ranks are the following:

Threat Level - Green (Or TL-G): This is the lowest Threat Level a quirk user can be, Quirk users who are ranked TL-G are basically you average citizen who has a quirk who are neither pro-heroes or villains and their quirks is not lethal at all (Both currently and potentially) and mostly harmless, thus not a treat to the SDRB at all and can easily be dealt with. Though it's important to note that just because a quirk user is rank TL-G it does not by any means that said user is safe from the SDRB or the SDRB wouldn't come for them, in fact if a quirk user ranked TL-G found out about the SDRB (whether it's a very small amount of info or a massive amount) the SDRB will still send Hounds after them. (Noticeable Quirk Users ranked TL-G are: Inko Midoriya & Mitsuki Bakugo)

Threat Level - Yellow (Or TL-Y): Quirk users ranked TL-Y are quirk users who are fighters and tough opponents but their quirks are not as potent or potentially potent as some other quirks. And the SDRB can still deal with them relatively easily and don't need as much resources to be dealt with. (Noticeable Quirk Users ranked TL-Y are: Chizome Akaguro AKA Stain, Shota Aizawa AKA Eraser Head & Yu Takeyama AKA Mt. Lady)

Threat Level - Orange (Or TL-O): Quirk users rank TL-O are quirk users who's quirks have great potential to be immensely powerful and could poss a massive threat to the SDRB and even have to potential to be TL-R, thus more extensive resources or certain resources are needed to deal with said TL-O quirk user. They are ranked below TL-R because either said user hasn't fully mastered said quirk or the SDRB can still combat users said quirk but are still a nightmare to deal with. (Noticeable Quirk Users ranked TL-O are: Izuku Midoriya AKA Deku (Could've been a great agent for the SDRB!!!!) and Shoto Todoroki)

Threat Level - Red (Or TL-R): This is the maximum treat level a quirk user can be. Quirk users who are ranked TL-R have the most powerful quirks in the world and an utterly massive threat to the SDRB, this must be destroyed as soon as possible and much more resources are needed to combat said TL-R quirk user. (Noticeable Quirk Users ranked TL-R are: All for One and Tomura Shigaraki (Originally shifting between TL-Y and TL-O but recently officially increased to TL-R))
