How I view the Spartan 4s is that the UNSC/ONI started to prioritize quantity over quality (like Modern Disney). This leads to them kind of becoming jobbers, with the exception of notable characters (Palmer, Locke, Vale, etc.) Keep in mind, I do not hate the Spartan 4s (as ugly as their Gen 2 armor was), it's just that I feel like the Spartan 2s (what's left of them anyway) are much more skilled and conditioned to rise to the challenge. You know what they say: "You can't beat the original."
