Since Kenjaku controls some of the higher-ups and the elders are allied with the Reikai (mainly Koenma's father Emma), he has the updated classes of these demons which is enough to add rules to limit their actions in the Culling Games. As for Kuwabara, there will be a fact about him because his Jigen To can make portals and Kenjaku would know that he cut the interdimensional barrier between the Human World and Makai (potential threat). Besides, these top tier moments we got in the Culling Games happens without changes.
