How i missed drawing gothic lolitas...I realised my gallery lacks blue themes these days, so i decided to use cool colors for the overall pic. I have grown to use warm and red themes more than cool now orzlll

no, i did not intend for her to be anyone. I drew it on a whim and i dig straight fringes.
edit: yoohooo~~~there i have proven myself. "looks like suigintou suigintou suigintou desu desu desu bla bla bla" -_-lll I'm gonna mark any comment with the word 'Suigintou' as spam from now onwards.

I really like the angle, and the window in the background. I don't know why; it just really fits!
Lovely design for the dress; I'm guessing you made it yourself? All the lace accents are very pretty. And the folds in the fabric are perfect.
Her hair is beautiful too; the cool grays and the blues go well together. I also love the tints of purple in the roses and her eyes!
The color scheme is awesome too >w< I love blue! But you really make all the different shades work out perfectly.

I can see the resemblance to Suigintou, I have to admit, but I know it's not her. Not just from your description, but from far too many things to list in the character design that just aren't like Suigintou at all.
It is a shame how people will see that similarity (which is only brought about by the choice in colours really) and instantly assume it's her, but this happens to a lot of people...
It's a lovely picture you've done there, of an original character, with a wonderful design! Keep up the good work.
