The reason for all of Ellis's 'Keith Stories' is as-yet unknown, but I prefer to think that Keith died, and the stories are Ellis's way of keeping Keith's memory alive. It's not because Keith is waiting for him in one of the Evac zones. It's because Keith is gone. He's been gone since long before the Apocalypse.
