I've never seen any individual NYX product cost more than $17 though.

As for a base, NYX does make eye shadow base products (however, white eye liner is a really cheap way to get a base as well).

Back when I first started buying eye shadows, I found a really great palette from Coastal Scents. It's an 88 color palette for $18. After shipping, it cost me $26 or so. The colors in it are highly pigmented, which means they're super saturated with color, so they show up brighter on the skin. And since they show up brighter, you end up using less of the colors than you otherwise would. And THAT means the colors will last you longer over time. (:

BH Cosmetics has some amazing palettes for under 20 bucks and it comes with so many colours! They were my first non drug store makeup and I still use them today! 
Also, Eye Kandy has cheaper sparkles. It's not quite as good as Lit Cosmetics but they're still pretty good!

I just jumped in the shower and it came off in a second! Glitter glue is water based so it comes off easier than even eyeshadow. If I had tried to remove this with just a makeup wipe, it would have been a complete mess.

Ohhh! I didn't know it was water based, that is really good to know. Yeah, my skin goes the same way with removal of too much makeup or the stuff that doesn't come off easily. There would be quite a few time where I would take a shower and there would still be makeup around my eyes.

It's actually not bad! I could feel that there was something on my eyes, but it wasn't horribly uncomfortable. Lit's glitter is nice and fine so it doesn't really irritate me. Though when I blinked I could hear the glitter rubbing against itself XD
