Actually it's not, their are people who deliberately dress worse off then they are and beg. When they know what they're doing they can get more in one day then others get in a month of wages. It wouldn't be such a bad thing if they then went searching for a job, but there's no guarantee they won't just deliberately continue to use the money to stay comfy and then go on the streets begging instead of getting a job. It's why it's better to donate to charities that helps homeless people, then the money goes to multiple people instead of only one person.
