Or both are named Mario but Luigi goes by his middle name. I had a lecturer once who explained why her name on the website didn't match the name people called her and said she had a good number of siblings with the same first name so she used her middle name. This of course still doesn't answer the question of the last name...

I say his last name's Mario, not because of the movie, but because they're always called the Mario Bros. It wouldn't make sense to call them that just because Mario's the leading character.

Perhaps, as most others have stated, Mario is indeed their last name.  However, everyone just calls Mario by his last name--meaning we don't know "Mario's" real first name.....  So actually Luigi is the fortunate one since he knows his full name.
