kinda of illogical, but protected by the suspension of disbelief of all good pin-ups. ^^
That said, it could be a variant of MJOLNIR armour without the atmospheric capabilities of the MC's. The integral shielding makes the armour function less than essential. The Covenant Elite armour harness is just as non-enclosing for the same reason.
