haces muchos puntitos y luego le pones el efecto de motion blur, si las gotitas estan cercas de la luz azul, las haces azules y igual con el mismo filtro
uno en un layer atras de los personajes mas chicas las gotas
y otro layer enfrente con gotas mas gruesas. practicalo es fasil!
