Apparently, time flies when you pay absolutely no attention to a character's obvious development in favor of a cheap jab.

If you're talking about volume 6 she's got her agency back in the plot make her relevant again but still has no character development.

In Volume 1, Ruby was impulsive, brash, and envisioned the life of a Huntsman to be a romantic one in which she would save everyone. She had no idea how to help other people with problems that didn't involve fighting the Grimm. By Volume 4, Ruby has matured, has developed a more tactical mind, and understands that she has to push on in spite of losing friends. Like in her letter, when she writes, "You told me once that bad things just happen. You were angry, and I didn't want to listen. But you were right. Bad things do happen, all the time, every day. Which is why I'm out here." She begins reaching out to others more regarding emotional issues. In Volume 6 (which I've only hit Episode 4 of so far, so no spoilers, please) she takes control of a situation from Qrow because she knows that he's making it worse. Not like letting him take control, or simply helping, like she would do before.
This is called character development.

How did she Mature in Volume 4 she didn't do anything plus she is still impulsive given how she kept getting in Qrow's way by trying to help him fight Tyrian despite the fact that she and the rest of RNJR got their asses wooped and due to the fact that he was mainly after her.
She has a nightmare about Pyrrha's death the first time and then they badly transition to her and Team RNJR walking down the path all smiles creating bad mood whiplash and not addressing what that nightmare of Pyrrha was all about and then the second time she has a nightmare it was in favor of Jaune's scene with him training at night.
Also she literally got her Aura depleated when Tyrian kicked her And it's rather convenient that Tyrian stabs/Poisons Qrow and not her.
so that in episode 8 Qrow can reveal his semblance saying that it was his bad luck that got him stabbed and poisoned and Ruby did nothing wrong.
This could have been a good attempt at developing Ruby's character and have her reflect on her Impulsive as well as careless actions. but no it was Qrows fault.
Also this is a minor nitpic but considering when Tyrian stabbed Qrow and just stands there smirking like a dumbass and letting his guard down why didn't Ruby just go for his head instead of cutting his tail off.Β
Also why does she let Tyrian get away.
She starts to feel guilty say this is all my fault and I should have never dragged Team JNR into the situation she's in this could've also lead to her opening up to Jaune and developing as a character but nothing happens about her feelings but nope the conflict gets resolved before it even gets started all it took was just a few words of encouragement from Jaune and Ruby is back to being all smiles again at the snap of the fingers. She pretty much opens up to no one in Volume 4
Her letter/monologue to Yang at the end of Volume 4 was just pointless because 1. Yang never gets said letter in Volume 4 2. Ruby hasn't done anything in Volume 4. 3. It's just a cheap attempt at trying to make her sound inspiring even though she didn't grow as a character It's even more cheap when she uses Monty Oums keep moving forward catchphrase.Β

She never addresses any ones issues.
In Volume 4 Ruby laughs at Jaunes hoody because it's pumpkin pete the Cereal mascot you know the one Cereal where his dead girlfriend is on the front of.
In Volume 5 Jaune's feeling uneasy about him not unlocking his semblance and says to Oscar that Oscar is just like Jaune their both not good fighter who are still weak and haven't unlock their full powers and she and Nora talk about how they got their semblances like it was nothing.
Also In Volume 5 Oscar feels conflicted about how he's scared that he's given such a big responsibilityΒ of Fighting Salem and saving the world. And she doesn't give him a reassuring answer.Β
She's an insensitive piece of shit.
I know you haven't seen the rest of Volume 6 but as a non-spoiler I'll sumthe rest of the Volume in two words.

I didn't say she was no longer impulsive, I said she had developed a more tactical mind. Like using Nora's semblance. And as I said, Ruby wasn't yet ready to deal with her own emotional problems or those of others. Why would she want to bring it up?
Being tactical does not make you invulnerable; if she was doing too well, you'd be complaining that she's overpowered. It's also not convenience that Tyrian stabbed Qrow. He was an obstacle; Ruby was meant to be brought back alive, not poisoned.
Ruby may or may not have been juuuuust a little distracted by the fact that the man she loves and looks up to was just stabbed. Tending to Qrow was the priority.
Composing yourself for a little bit longer does not equal being "all smiles" and a "problem solved". That whole thing was her opening up to Jaune.
Ruby has absolutely no way to know that Yang won't get the letter. She thinks her sister is still home, so she writes to her. Ruby did a hell of a lot more in V4, just that not all of it was "swing swing stab stab". Ruby is trying to inspire herself. And trust me; no matter how much you think you know, Monty's friends know more about how to respect his memory than you do. If an appropriate reference to their late friend that fits a character's story arc is "cheap", then fine.
Her talk with Jaune regarding Pyrrha disproves that, as I said before, no matter how much you say it "doesn't count". And her letter to Yang, again, as I said before. And her talk with Oscar, and her checking in on Yang and Weiss.
Oh, right, the cereal mascot! From the conversation that Ruby was not at all a part of and would have no reason to know about! Of course! How could she laugh at that when there was significance that she has absolutely no reason to know about yet?
"Like it was nothing"? They're being teachers, not mocking people. You are really good at manufacturing cruelty in other people's actions. And what, you want Ruby to lie to his face instead of calmly encourage him? You'd be calling her a lying piece of shit. Oh, by the way, a conversation where we see her sadness about losing friends, which an insensitive piece of shit would not be doing. But I assume that cancels out because they smile in the next episode?
I'm gonna take that with a crate of salt, with how your take on the other volumes are.

I've seen some behind the scene stuff with Rooster Teeth and RWBY and In previous volumes they had perfectly good opportunities to develop Ruby's character mainly in Volumes 4 and 5 but they either 1 don't go anywhere, 2. have struggles and conflicts with her end before they have a chance to get started, sideline her and give her development to another character and not her or 4 use cheap protagonist speeches and or optimistic one liners to make her sound inspiring as a means to give the illusion that she's developing as a character but in reality she really isn't.
