A old character of mine....a odd design indeed XD
Those "tentacles" on his back are actually shadow like wings XD pretty much the black part of the wings can run your hand right through them (they are coming out fluffs of gray feathers.

He cant fly with those wings, but he can fly with his airplane shoes lol??

I tried drawing in the style I used for him looonngg ago. Fail XD happy with his hair like always though haha.
