and I've been racking my brain trying to figure this picture out, and I've come up with that maybe Celeste is trying to help someone who was trying to hurt her? Like maybe someone was going through some kind of violent rampage and she got scared, and then reached her hand out to help him/her.

Of course XD But I tend to only use layers after the base colors and shading is down

That's fine =3 If you play with the effects of the color layer you might find some cool end results~ Also, if you can find custom brushes for Paint Shop Pro, they're nice for effects too. I don't know if there are many for PSP but I know there are a lot for photoshop Dx But it would be worth searching.
Texures can have some pretty nice effects too, for fabric and backgrounds
