He wasn't an atheist. He was extremely opposed to the atheist policies of the revolution. So he started the Cult of the Supreme Being and built a giant paper mache mountain and had a parade.
I don't even think he was cold-blooded, just thrust into too much bloodshed too soon and didn't know what to do.
