I have made a custom backstory to him :
In hell Nappa started training and unlocked his potential, although he couldn't transform into a super sayian. One day of sparing with Raditz (who also unlocked his potential with Nappa) He found a potara earring, he had an idea to come back to earth and avenge Goku, He took his scouter and combined it with the potara earring, then he took it to most powerful evil wizards in hell and said if they will make the fusion dominant to his side almost like absorbtion he will collect the dragon balls and revive them. After the Evil Potara Scouter was forged he found a perfect humanoid to fuse with, he thought that Cell would be perfect cause he has Vegeta's and Goku's DNA and they can turn into a Super Sayian, and he could unlock even more power. He fooled Cell by giving him the Scouter saying that it's magical and will unlock his potential, the force of fusion pulled them at each other and made a powerful fighter with the dominant side of Nappa so it didn't affect his thinking a lot.
