Well, Ruby is 15 at the beginning of Volume One, and Volumes One through Three took about 9 months. The pre-Volume Four timeskip is confirmed to be 6-8 months, so Ruby is at least 16, but probably 17.

I really really doubt that Ruby is seventeen in vol. 4. Heck, she might not even be sixteen yet.

Even if her first day at Beacon Academy was also her fifteenth birthday, that's still 9 months (Volumes 1-3) plus 6 months (post-Volume-3 timeskip), so she's at least sixteen at the beginning of Volume Four.

I did say "Might". However, we don't know how much time passed from the beginning of of the series to the end of volume 3. We've no idea how long each semester last or how much time between each one. Plus its a cartoon, time and aging is always...flexible in cartoons.
