After killing Cinder and giving Penny the Winter Maiden powers, Ruby flees Atlas with the Relic of Knowledge,hiding out in Mantle with the Happy Huntresses and a squad of Atlas soldiers evacuating the remaining civilians to the Slums as per Ironwood and Robyn's request as the former pulled back air evacuations due to Salem's arrival to Atlas as he didn't want to lose air support for an incoming attack.
