It may look like a bird but the Flish is infact a flying fish.Just like how other fish can extend they're mouthes the Flish can as well to catch it's prey from the water.However they're still fish so they have to get into the water sometimes.They do so when they hunt for prey,just like seagals the dive into the water and swim-chase they're prey.But there are other,more bigger predators in 200 milion year waters so they have to stay away from the water to.
