This is how I created all the makeup stuff... even the mouths too. In fact anything for the head I created, I did this exact method. So now you know.

Edit: Oh, I forgot to mention that the eye and mouth part comes with different template files too. so you need to make a transparent image file to apply to those eyes and mouth too. Otherwise you're going get skin part that covers the mouth and eyes... and we don't want that.
