Well in all honesty, Lightning Dust was the better flyer. As fast as RD and slightly more agile. She just didn't care about anyone but herself.

We never saw Dust do a rainboom (or similar, depending on headcanon), so I would just say they have the same cruising speeds, not top speeds.
