In the Open Blue universe, the Kingdom of Avelia is the dominant colonial power in the world. Born from centuries of aggressive expansion and clever suppression of rebellion, Avelia has the distinction of being the Biggest. Biggest territory, biggest army, biggest navy, biggest ships, biggest economy, biggest population, biggest ego, biggest bureaucracy, biggest greed. As this list of stuff can attest, Avelia is a testament to the fact that bigger has its perks, but isn't quite always better.

Its power is magnificent, being the first civilization in the world where the sun doesn't set. Indeed, Avelia is a kingdom only in name, as it has grown into a mighty empire. Its armies have no equal, and it was believed at one point that Avelia could have single-handedly provided all the military power of the now-vestigial Coalition. However, because of its titanic size, many things, important things, tend to get lost under a mountain of papers that comprise its massive bureaucracy. If you want to get something done in Avelia, you're going to have to be a general or governor to make it happen.

The "Blue Jackets" serving in the Avelian military are feared by pirates for their courage and experience, and while the empire's technologically superior rival, Sirene, tends to throw such labels as "cavemen" at them, they nevertheless know better than to scoff at the firepower of a quadruple-decker Flag Galleon.
